My gosh I think there are many problems that rank higher than controlling the size of of sugary drinks. This won't stop people from buying two drinks or heading to the refill bar more than one time.
How does this help close the budget deficit? How does this affect the bottlers who make the products and of course the consumer who pays tax on these items.
